On April 4th, 1985, Roscoe L. Egger Junior, who was the Commissioner of Internal Revenue at the time, sent a memorandum to all district directors in the United States. On March 5th, 1985, a charge of tax evasion was filed in U.S. District Court in Indianapolis, Indiana by U.S. Attorney George Duncan. The charge was dismissed. Defense attorney Lowel
